Mason Harold Durie

Mason Durie was born in Gisborne and raised in Feilding. He attended Manchester St Primary School in Feilding and Te Aute College. In 1958 he was awarded a Ngarimu University Scholarship to study medicine at the University of Otago; graduated MBChB in 1963. After graduation he worked as a house surgeon at Palmerston North Hospital and later as Medical Officer at Kimberly Hospital in Levin. In 1966 he was awarded the Ngarimu V. C. Post-Graduate Scholarship and began a four-year course of study in psychiatry at McGill University, Canada, graduating with DPsych with Distinction. Subsequently he was appointed Director of Psychiatry at the Palmerston North Hospital and served on a number of regional and national health authorities. The Australian and New Zealand College of Psychiatry made Durie a Member of the College in 1971, and a Fellow of the College in 1979. After some twenty years working as a clinical psychiatrist, Durie took up an appointment as Commissioner on the Royal Commission on Social Policy from 1986-88. In 1988 he was appointed head of Massey University’s Department of Māori Studies where he subsequently initiated a series of ongoing major research projects. Since 2002 Durie has been Assistant Vice Chancellor (Māori) and Professor of Māori Research and Development at Massey University.

Alongside his academic and research work, Durie has been actively involved in various iwi and national organisations. He is a former chair of the Runanga o Raukawa and was Secretary to the National Māori Congress from 1990-93. He chaired the National Health Committee and was a member of the Māori Advisory Board to the Mental Health Commission. Since 1998 he has served as a director for Te Papa, a director for the Foundation for Research Science and Technology, and is currently a Guardian for the Secondary Futures Project and a Commissioner for the Families Commission.

Durie has written extensively on Māori health and Treaty issues and his invaluable contribution to research has been recognised by various awards. In 1995 he was made a Fellow of the Royal Society of New Zealand. In 1999 he received the Elsdon Best Memorial Medal from the Polynesian Society and in 2001 he was awarded the CNZM. In 2003 he graduated with a Doctorate in Literature by examination.

"In 2010 Mason was knighted for services to Māori health and public health services. In 2012 Mason retired from Massey University. He remains involved in a wide range of tertiary, educational, health and social services boards."

The Commission underlined the need for a broad framework in all discussions on devolution, one that takes into account the following issues: objectives which centre on "the enhancement of social wellbeing"; principles which reflect "widely held values and aspirations" such as participation, partnership, and subsidiarity; and criteria demonstrating "equity, efficiency, transitional fairness and transparency." Durie also examines the shortcomings of deinstitutionalisation, a form of devolution, in regard to psychiatric hospitals in New Zealand, and he discusses the importance of the Treaty of Waitangi in economic and social policies and in devolution.
