Te Rarawa, Te Aupouri



Manuka Henare was born in Auckland. From 1976-77 he co-edited the Newsletter for Friends of Community Volunteers with Richard Norman Ripple and in 1985 he was editor and contributor to New Hope For Our Society: Discussion Kitset which was produced by the NZ Catholic Commission for Evangelisation, Justice and Development. Henare was one of the contributors to the The Dictionary of New Zealand Biography: Volume One, ed. W. H. Oliver, which won the 1991 Goodman Fielder Wattie non-fiction award. He currently lives in Wellington where he is Executive Officer of the Catholic Commission for Justice, Peace and Development. His previous Pakeha family name was Alvin Arnold.

  • Henare states that his purpose in writing this paper is "to glimpse a likely direction Māori theology is emerging into today." He contends that a "Māori theology must be liberating in the fullest biblical and theological sense" in order to challenge the status-quo of the domination versus inferiority of the last 140 years. He gives an overview of contemporary Māori and presents a biblical mandate for dealing with the poor. He likens the Māori to Lazarus in the Biblical parable of Lazarus and the rich man of Luke 16: 19-31 in which Lazarus received only the crumbs. He discusses a Māori salvation in terms of fighting to possess the land; this fight also includes "health care, education and welfare". He concludes with references and reading list and a glossary of Māori words.

  • Writing from his work experience with Corso and Community Volunteers, Henare discusses the processes of power inherent in development within colonial frameworks. This usually see the dominant group controlling affairs and the recipient of the aid moving into the dependency mode. Henare prefers instead the idea of "self-reliant development", which he sees closely aligned to sovereignty and tino rangātiratanga. Henare presents four steps or guidelines which assert self-reliance and thus sovereignty: that a group is in "full control over a geographical area"; that there is "evidence of self-sufficiency in daily life"; that there is a "commitment by a people to building up a complex economy"; and "political independence". He then looks back over the last 150 years and points out how Māori sovereignty gradually dissipated through progressive legislation.
