Ray Heta was born in Mokai and was educated at Mokai. He served in the Airforce for twenty-one years based both at Woodbourne Airforce Base and in Singapore. He was a member of Nga Puna Waihanga. He was a member of Maata waka in Blenheim and worked for Citizens’ Advice. He was active in the Māori community. He wrote reports and written work for Citizens’ Advice.
