Ruhia Sage lived in Waikato and was Dominion President of the Māori Women’s Welfare League in 1965.

Noting that half of the Māori drownings of 1964 were of children under the age of ten, Sage underlines the importance of adult supervision, the need to teach children how to swim and for parents to learn rescue breathing.
